The exported base relativity is not a usable multiplier.

base_relativity multiplies every row of the tariff, so it is the one exported number that has no tolerable approximation: clipping it the way _safe_exp clips a confidence bound would hand back a workbook that silently rates every risk wrong, which is precisely the failure issue #253 was. A base that overflows to inf, underflows to 0.0, or lands in the subnormal range where float64 has already dropped most of its mantissa therefore stops the export instead of being repaired.
