Return what a sample_weight entry says about a row.

"prior" (the default, as on the scalar path) reads a weight as how precisely that row was measured; "frequency" reads it as how many identical rows it stands for. The contract decides whether learned geometry – knot placement, discretized bins – follows weight mass or physical rows.
