Return the build-time policy for separated categorical cells.

A Categorical level or CategoricalInteraction cell that carries exposure but whose responses all sit on a boundary the family declares for that predictor has no finite effect. "warn" (the default) emits a SeparationWarning naming the cells before any coefficient is fitted; "error" raises SeparationError; "ignore" skips the scan.
